It's really ironic that Neeson turned down Bond because he didn't want to do action movies, and now he's doing lots of them in his old age! I understand they wanted him in 1995, but I would have loved to see him being cast instead of Dalton in 1987 when Neeson was 35. He could have played Bond during the Brosnan years too, if he wanted. :007)

Get the tube to Westminster, get over Westminster bridge and hang off the lamppost while someone takes a pic before the terrorist police turn up.
Pose for a pic at the little door in the bridge while some bloke resembling Spudgun comes out rolling his eyes at you (another sad tw@ bond fan).
Walk west toward vauxhall and take a few snaps while every CCTV camera follows you around the building, walk over vauxhall bridge for more pics, if you're lucky it'll be pissing it with rain and the local pisshead will be out chucking his guts up on the bridge.

In my experience the view out the window as the train leaves Kings is the best one.
- Time and Cost effective tours?
The duck tours are good, you even get a free pair of armbands and a 'I survived a duck in the Thames' t shirt.
I'll be staying in Reading. What is the most efficient and cost effective way to get to Westminster? I am looking online and it looks like there is a train that goes from Reading to London Paddington. I would then transfer on the tube from Paddington to Westminster. What would the approximate time take for this and cost?

That's definitely the fastest way. The train takes about 30 minutes and costs about £17 - £20 return. The tube should take another few minutes. Get a Travelcard and the cost of the tube or bus is included.
