I've only watched 11 of the films (random order).
Would be interesting to see how my opinions change in time.
Here is my tentative list.
1. Casino Royale '06 Between the thrilling action, strong plot and cast of characters,
this long epic excels in every category. Vesper and Bond's complicated
but strong relationship holds everything together.
2. Goldfinger Laid the foundation for most later Bond movies. Auric Goldfinger
is the greatest villain I've seen from the Bond franchise.
3. On Her Majesty's Secret Service Strong plot. Appropriately given to Lazenby, who portrays
a Bond who actually cares about people.
4. Skyfall It makes no sense, but it's beautiful and immersive.
It's emotional while still having color and lightness.
5. The Living Daylights With Dalton's visceral passion and a complex cerebral
story, it has a fascinating amount of depth.
6. Dr. No The feeling of helplessness and isolation with Bond trapped
in the cold steel walls of Dr. No's lair still lingers with me.
7. From Russia With Love Kinda overrated, but full of memorable scenes and moments.
Has some filler but the good highly outweighs the bad.
8. You Only Live Twice Blofeld is the only compelling character in the cast, but
it has a great sense of setting. It takes you lots of places.
9. Live and Let Die Strange, bizarre, funny, unique. Not the brightest crayon
in the bunch, but it has a lot of interesting elements.
10. A View to a Kill With a great villain and amazing final sequence, how could it
go wrong?!?! Good moments =/= good movie.
11. Quantum of Solace I don't want to hate on it, but it just never coalesces into that
gritty visionary political soap opera it wanted to be.
I'll freely admit that I'd like to rank films like TB and LTK higher as they are clearly a better representation of Bond than MR but its about enjoyment and I just dont get as much pleasure slogging my way through TB's tedium as I do watching Roger at the peak of his powers doing this in that

Posing as Bray, Bond goes to meet Blofeld, who has established a clinical allergy-research institute atop Piz Gloria in the Swiss Alps. There Bond meets twelve young women, the "Angels of Death", who are patients at the institute's clinic, apparently cured of their allergies. At midnight Bond sees that Ruby, apparently along with each of the other ladies, goes into a sleep-induced trance while Blofeld gives them audio instructions for when they are discharged and return home. In fact, the women are being brainwashed to distribute bacteriological warfare agents throughout various parts of the world.
My current 10 favorite:

I get that some aspects of the plot are strange, but most Bond films are outlandish. For example Pussy Galore's Flying Circus, Hugo Drax's flower attack, Stromberg's Atlantis, Zao with diamonds buried in his face, etc.

Having rewatched all the bond films recently, I need to report - MY LIST HAS DRAMATICALLY CHANGED!!!
I enjoy all bond films to a certain extent, but my new list, from worst to best, is as follows:
23 - The World Is Not Enough
To me this film is boring. Elektra King is the best aspect, but other than this the film lacks any personality.
22 - Quantum Of Solace
I liked it when it first came out but it has dropped in recent years. There are some good moments but overall it lacks many classic bond elements I feel.
21 - Tomorrow Never Dies
Another bland Brosnan flick. I like the freefall and the ripping of the Elliot Carver banner, but that's about it.
20 - Casino Royale
Let me make it clear - this is a well-made bond film. It's just not my cup of tea is all, and didn't really feel like a bond film to me.
19 - Thunderball
Again, a technically well-made film. But in places I found it too slow, especially the underwater finale. The score however really improves this one.
18 - Die Another Day
Technically a worse-made film than most, if not all the others. But what''s keeping it higher than some is that it has character, memorability, and I like the ice palace.
17 - Moonraker
Similar to what I said about DAD. Bond and space do not mix. But everything before space is ok. I really like the Amazon temple HQ.
16 - The Man With The Golden Gun
Mixed feelings about this one. Story goes nowhere, and too much comedy, even for Moore. JW Pepper's return hurt the film. But Scaramanga is great, especially when he introduces himself to Bond. And I love his island.
15 - Goldfinger
I do get some enjoyment out of GF, it's just that I feel it's overrated. A solid entry, but doesn't do enough for me to be higher.
14 - From Russia With Love
I have a lot of respect for this film, even though at times a bit slow. Loved the train fight.
13 - The Living Daylights
The cargo-net scene is gripping. Kara, and the villains are poor though. Dalton on top form.
12 - Diamonds Are Forever
Somewhat underrated. Lots to like, namely bond climbing up the whytehouse, and the moon-buggy chase. Wint and Kidd were great. Plot confusing at times though, and quite a strange film overall.
11 - Dr No
A great introduction to the franchise. Honey Ryder is my favourite bond girl. Nice locations and a good performance from Connery. A bit lacking in action though.
10 - You Only Live Twice
What do you know, this turns out to be my favourite Connery film. Great fun all around and really nice Tokyo locations. Blofeld's incarnation was a bit poor, but the volcano lair was just brilliant.
9 - The Spy Who Loved Me
Has some great elements. Although Anya is poor IMO. I adore the Egypt scenes, and Atlantis is a very good-looking set.
8 - Live And Let Die
Used to be my favourite, but nostalgia was taking over as it was the first bond I saw. Still though, great bond girl, great locations, great villains, and terrific atomosphere with all the voodoo stuff. Just a little uneventful in places though.
7 - On Her Majesty's Secret Service
If Connery had played Bond it would have been even higher. A great film, the only weak link being Lazenby, although he grows on you after time. Best Blofeld.
6 - A View To A Kill
I still love this film and still think it's criminally underrated. Best villain in the series. What's keeping it from being higher is that the first half of the film is quite slow. The second half however is just great, with brilliant action, locations, and an excellent finale.
5 - Goldeneye
Pretty much flawless. Villains are strong, especially Xenia. All scenes in Cuba are fantastic.
4 - Skyfall
Have to be in the mood for this one due to it's epic-ness. But when in the mood it is excellent, and resets the bond formula in a very effective way. Silva is great.
3 - For Your Eyes Only
I feel that this film has all the elements of a great bond film. The only thing that lets it down is the PTS, but the rest of the film is top-notch, and has a great finale.
2 - Octopussy
Just huge fun throughout. One of the most memorable, and India is a great location. The film had humour but it worked here. And I actually love the scene where Roger has to disarm the bomb dressed as a clown.

Controversial? Maybe. But this film just rules. Excellent action, excellent villain, excellent performance from Dalton. Just very entertaining throughout. It is different but it works.

People were used to Connery's charming charismatic Bond and when they saw a violent troubled one, they weren't satisfied.
No, it was Moore they were used to by then. He had been Bond for 12 years. And all of the sudden, it wasn't suited to bring kids to a Bond film anymore. As Dalton put it "It was never made for six and seven year olds!" Dalton was just ahead of his time...
You would think people would be relieved to have a grittier Bond like Dalton. The Roger Moore films were getting ridiculous.

But fortunately there is a mainstream casual audience otherwise the franchise wouldn't have been going strong for 50 years. So us Bond nuts should be grateful that silly ol' Roger kept the series running for 12 years while the non-appreciative audience flocked to the cinema. No Roger=No Dalton
