He was a game show host in Britain (namely Blockbusters) and he starred as James Bond in a 1958 South African radio adaptation of Moonraker. I had the pleasure of interviewing him by letter in 2003. Lovely man, now sadly departed. -{
I think one of the difficulties in rating the actors is agreeing what criteria you're using - toughest? smartest? wittiest? smoothest?
for me, one of the key definitions is that the actor / the character need to combine to be seen as the coolest thing in town. If you apply that criteria I'd argue that Connery did that all through the 60's, Moore certainly achieved it in TSWLM, Brosnan sort of did it in the 90's and Craig has nailed it in the 21st century. I don't think Dalton or Lazenby ever quite got there - but then I'm not sure that's what they / the producers had in mind for their incarnations. So - as I say - it depends what measure you're using to judge them.
