I say Blofeld from You Only Live Twice & Alec from Goldeneye are two of best.
The worst be Elliot Carver from Toomorow Never Dies.

I thought Kananga was a boring character
We're in complete agreement, blade, though I don't blame Walken for Max Zorin. The script was...it was...[retches]
"I am not an entrant in the Shakespeare Stakes." - Ian Fleming
"Screw 'em." - Daniel Craig, The Best James Bond EverTM
I hope you give another chance to the underrated LALD and to the subtle villiany of its main villian. IMO Kananga is one the greats. Check out his delight as he carves up Bond's forearm. If there has ever been a happier moment for a Bond-villian in the series, I would like to know.
"Any cost. Any. Bond must die."
Anywho, I think all villians are cool, but apart from everyone else I say..
BEST: Francisco Scaramanga and Alec Trevelyan.
^ They were so cool.
OTHER NOTABLES: Dr. No, Auric Goldfinger, Dr. Kananga, Max Zorin, Renard.
WORST: Either Elliot Carver or Franz Sanchez. Nothing wrong with them. Just not my favorite. Lack of creativity perhaps.
Worst - Blofeld in DAF. Too lightweight.
Worst:Blofeld in DAF and Graves in DAD.
Worst: Blofeld in DAF, Elliot Carver.
worst; Graves in DAD. There are no other contenders.
Well im gonna choose Max Zorin because he was psychotic this means he gets excited when killing people and has a tendency to drop people out flying Airships when they dont agree with him on a certain subject, Zorin also loves to put people down Sea Pumping wells like it was just a normal thing people do everyday. so I would say Max Zorin is by far the worst and one of the greatest villans to always respect and ofcourse not to mention the great acting Christopher Walken did.
WORST VILLANS SANCHEZ KRISTOTOS,AND BLOFELD
FROM DAF
Alec Trevelyan, Aris Kristatos, and Franz Sanchez
Worst Villian:
Elliot Carver
BTW, 0064 I see what you mean, about Kamal Khan.
Worst: Elliot Carver
Batman: "The Hammer Of Justice is UNISEX!"
-Batman: The Brave & The Bold -
Middle: Kamal Khan, Aris Kristatos, Elektra King, Hugo Drax
Worst: Emilio Largo, Franz Sanchez, and the Brad Whittaker/Georgi Koskov duo
The worst are Donald Pleasance, and Charles Gray's Blofelds by far. They are both horrible and help make YOLT and DAF my two least favorite Bond movies.
I honestly don't know how Pleasance's Blofeld can be criticised; Blofeld is not supposed to be the heavy hands-on villain as Savalas played him. He is a smaller, crazed genius and Pleasance played that perfectly, and made him the scariest incarnation yet. As for Dr. No, he really set the standard for villains to come, yet in my opinion few have matched up to him. Very cold, calculating and observative; Dr. No doesn't miss a trick!
Best (Sub) Villain: Tee Hee, followed by General Ourumov.
Tee Hee is fantastic, and I've listed some of his merits in the Best Henchman topic so I won't elaborate. Ourumov is an often overlooked villain; one of the finest in the series in my own opinion, a man who causes Bond a great deal of trouble up until his death.
Worst (Main) Villain: Gustav Graves
Gustav Graves is an absolute shambles of a villain. Mercilessly boring, no particularly interesting character traits. The best villains in my opinion are ones you can almost admire for their intelligence and elaborate schemes. Graves simply made me more anxious to see him killed.
Worst (Sub) Villain: Mr. Kil
Words can't explain it, but that's Die Another Day for you.
MIDDLE:Kamal Khan
BEST:All Blofelds
Stromberg has all the elements of a good villain too old grey hair fascinated by water a great villain. I think the old villains from ,the old films(Stromberg,Blofeld,Rosa Klebb'Kristatos,Gold Finger and Largo),are better than the new young ones(Gustav Graves,Elektra King and Renard)
Max Zorin
Franz Sanchez
Francisco Scaramanga
Scaramanga had class. Had the ultimate weapon. And was a fair match for Bond.
Sanchez was the only villain (except Blofeld/Irma Bunt in OHMSS) to make Bond truly upset. He was one of the most dangerous and threatening too.
Max Zorin was just a pure psycho, as I've stated many times before.
Worst (main) villains:
Koskov and Whitaker - They were both useless cowards. Not to mention very unmemorable and uncreative.
Best henchmen:
Baron Samedi
Necros
Dario
Dario was just a *******, pardon my language lol. He makes the viewer want to kill him. His death was most satisfying because he seemed like a real threat to Bond. That's why he was one of the best - a good henchman must be of a big threat.
Necros was the man who saved TLD I thought. Koskov and Whitaker were terrible 'villains'. Necros was the real threat.
Baron Samedi was just a classic, what more can I say?
Worst henchmen:
The Bull
1 - Moore, 2 - Dalton, 3 - Craig, 4 - Connery, 5 - Brosnan, 6 - Lazenby
Middle - Stromberg
Worst - Carver
Reply: "No, I believe in a reasonable rate of return." Bad@$$
And the torture scene, OMG, I am a woman and I was in pain for Bond, plus it made for a great dynamic between them in that scene.
Worst: Kanega and the dude in Die Another Day
*** I think Max Zorin made a pretty Villian
The one I really find myself hating is Le Chiffre, who was a coward who Bond could have taken out in seconds had he had the chance. I know Bond couldn't very well just do that, but geez even the other "armchair villains" if you will could've proved a more menacing presence than he did! The guy didn't even carry a damn gun for if and when Bond escaped his death trap. (or, you know, maybe for when the bosses you're already on unsteady ground with double-cross you)
And what was with his bleeding eye? O.K. EON, it was your choice to make this "the gritty/human/semi-realistic" Bond film, so drop the quirk and deliver us a bad guy who makes us hate him for more than incredible pansiness.
