I haven't made up my mind for the least favorite villain, but the favorite ones are
Blofeld - any of them
Scaramanga
Elliot Carver - he and the other characters remind me of Steve Jobs and Woz, especially since Apple went to iTunes and, well, kinda wanted/ wants to control the media... The side character who sets the pw for chair reminds of a friend.
Best - Scaramanga: He is equivalent to a "Dark Bond." Scaramanga is like Bond in every way, but for the wrong motivations. The lunch table scene in his lair is just stunning.
Worst - Kristatos/Greene: There haven't really been any bad villains, but these two stand out as the weaker ones. They seem the most plain to me. I just don't find anything memorable about them and they don't seem as menacing as the others.

And just because I saw no reason to start a new thread for the topics of best/worst villains or worst Bond girls. Since no new movies or villains have been released since, it's not like the topics in question would have changed radically. If it makes a difference, my favorite villains and least favorite Bond girls are essentially the same they would have been 5 years ago.
Overrated: Alec Trevelyan (Convoluted motives and not enough screentime / no flashbacks to make his past friendship with Bond believable)
Underrated: Gustav Graves. He's a good villain. Unfortunately, an awful second half of the movie including the electro suit, and the twist with him actually being Col. Moon ruined him.

The best: Fransisco Scaramagna- A dark version of james Bond, they could of almost make a spin-off franchise about him, brilliant character. Hugo Drax, Rosa Klebb-I'm suprised no-one has mentioned her, one of fleming's genious characters
The worst-Brad Whittaker- it would of been handy if we actually saw him more. he was a bit uninspired as well. Gustav graves as well

Emilio Largo is one of your worse. Are you kidding? Perfect menacing bravado in a villian. I'm surprised more people didn't have Telly Savalas' Blofeld and Fraulien Bunt from "OHMSS"

Best: Auric Goldfinger, Mr.Big, Ernst Stavro Blofeld (Pleasance &Savalas), Francisco Scaramanga, 006, Hugo Drax
Worst: Brad Whitaker, Elliot Carver, Dominic Greene, Gustav Graves
The rest I pretty much all like, but are not who I think played the better villians.
Goldfinger just seemed crazy to the point where no matter what, apart from death, he would get his way.
Mr.Big used all his people and religion for personal gain, he had menace and the pleasure he took whilst cutting Bond was just plain ruthless.
Ernst Stavro Blofeld, well I like the way they both played him; one, was someone who wouldn't mind genuinely killing Bond himself, the other, was the one who wouldn't risk being killed and so used others to do his work.
Francisco Scaramanga was just played perfectly by Christopher Lee, he was charismatic and really was the dark side of Bond.
006 was on old friend, somewhat making a double cross and loss of friendship hurt Bond more. He even had a big plan too, which in turn is villian at it's best.
Hugo Drax, I agree that he was subtle menace personified. Very intelligent, feels as though he could actually come up with something cunning, which he did, and absolutely determined. "Take care of Mr.Bond, see that some harm comes to him."
And I really don't need to list why those villians suck. Do I? )

Honorable mention: Scaramanga (Bond's equal)
Dishonorable mention: Stromberg. (Tim Burton material.)

The best ones where intelligent, menacing, scary. You could take them as serious threats.
The worst are simply forgetable. Or laughable (Graves, Blofeld of DAF)
