Largo's Bomb Delivery Service

This is a Thunderball question, which, for the life of me, I've never quite figured out. Maybe there's a reference to it in the movie, but I watched it last night and still don't see it.

Why is Largo taking one of the atomic missiles to the shipwreck off Fowley Point? I'm not even sure how Bond knew this since he was trapped in the original bomb hide-away. I always assumed that the bomb kept on board the Disco Volante was the one being used to destroy Miami, but what was the point of transferring the other one?

I think as a Plot device, They couldn't have an atomic Bond
on the Disco Volante and have the navy Blow the Sh*t out of it.
As that might of been considered a little dangerous. )

The second bomb could always be used to blackmail the USA, I
suppose. It's along time since I've watched it.
