1) The PTS on Gibraltar intoducing Dalton in TLD
2) The PTS with the parachuteless jump by Moore (LALD?)
3) Bond-Grant battle on train in FRWL
4) PTS in TND
5) Goldfinger PTS and Bond near escape in Aston Martin
I think it's an interesting list however IMO two great action scenes, which should have made the list but didn't, were the train fight in FRWL and the remote controlled car chase in TND. Add to that the elevator fight in DAF, the fight with Odjob and the PTS in GF, the first (and IMO best) skiing chase in OHMSS and there are countless action scenes that could have made the list.
A recent one that does stand out for me though is Brosnan's and Bean's fistfight at the end of GE. It had been a long Bond and the main baddie duked it out mano a mano and I enjoyed the return to that physical hands on approach. Given the personal history between the two of them, it also seemed appropriate to end it that way.
Another sequence I have always enjoyed is Koskov's recapture from the safehouse in TLD. From Necros's ingenious one-man infiltration to the superbly-choreographed kitchen fight, this is a real winner.
My five favorites for what its worth:
1. The Bond/Grant train fight: From Russia With Love
2. The Bond/Graves sword fight: Die Another Day
3. The free running sequence: Casino Royale
4. The opening sequence to GoldenEye
5. The tanker sequence in Licence To Kill
Honorable mentions go to the opening of The Spy Who Loved Me, The Living Daylights, and the escape from the Bankers office in The World Is Not Enough
