He falls down the tower in a wheelchair!
It is the pre-title sequence of For Your Eyes Only. Although the wheelchair man in question is not credited as Ernst Stavro Blofeld, I think we can be almost 100% sure that it was him. Blofeld doesn't fall down a tower, he's dropped down a chimney stack by Bond flying a helicopter.
