Bond's winnings

Apologies if this has come up before - couldn't find anything with a quick search.
Just taken another trip through Casino Royale and was struck by M's telephone conversation with Bond regarding the Treasury's wondering "when he intended to deposit the winnings".
Seems a little unfair to me: the Treasury staked him initially, what was it, *£10million? Vesper refused him access to the extra £5mill to let him back in the game. Ok so far.
Felix arrives like the proverbial shiny knight and stakes him - I think - £5million, with the proviso that Bond can keep the winnings as long as the CIA got LeChiffre.
Bond wins the pot - £150 million was it? Now the tricky part, are M & the Treasury really claiming those winnings? Or just their £10,000,000 (+£5,000,000) investment?
I seem to recall in the novels that Bond was allowed to keep his winnings (at least in Moonraker he was). And hasn't Bond already spent a fair old wedge of it on that boat (could be chartered I suppose).
(*Euros, Dollars... I'm not sure of the currencies involved, but the principle remains).

I don't see why they wouldn't want the whole lot. Bond was working for them at the time, after all. He might have bought that boat, but that won't have made a huge dent in 150 mil, and they can always sell it and get most of the cash back.

Fair point.
At least he gets to keep the DB5.
