Melina and the Sniper

This has always puzzled me.

When Melina is being followed by the Bikers, we see he go into a gun shop and the attendant asks her which one it is she is after, to which she relpies "this one", (although at that point we don't see the type of gun she buys.)

Now, wouldn't she need a license to buy a weapon of that type? It seems that she just walks in to the shop, buys the sniper as we now know it, and walks right out ready to use it.

Melina is buying a crossbow not a gun, and as far as I know you do not have to have a special permit to own one unless you are hunting with it.

Also she tells the shopkeeper to have delivered to her hotel,she later seen with it during the climax, when she shoots the guard who was about to at her.

Also it was the 80s. The world has become much more aware that guns are meant to hurt people. That sounds like such an obvious thing to be oblivious of.
