How old IS Young Bond?

I've always seen Bond as around 13 or so during Silverfin, but then I get lost. Are we following a year-older-every-time pattern like the Harry Potter books?

I'm intrigued to know how old Bond is supposed to be in By Royal Command, as he

leaves Eton

I did think it was like that, but actually I think it's much less; seems to be more like a half each book rather than an entire year; so he's not been getting much older. I may be wrong, though.
