"My friend Mathis"

Forgive me if this has been discussed somewhere else, but has there been a proposed explanation for why Le Cheffire says that Mathis is "his friend" when it is in fact Vesper who betrays him? This really becomes an issue in light of Quantum of Solace and I would appreciate any insight that can be offered. Thanks!
