In which Bond film does this occur?

I am new to james Bond movies and never really watched any other than Die Another Day, but a few years ago I remember they showed a Bond movie on Superstation (TBS) and I only got a watch part of it. The bad guy was a media owner who wanted to start a war between china and britain to help his media corporation increase rating and give him more profits, by firing missiles from his stealth boat.

Does anyone know this bond film?
