How Q could have been in CR and QoS (for Q fans)

While I was watching over Casino Royale the other day, I realised how Q could have easily been in that movie.
1. Q could have been the man to put that tracker in Bond's arm.
2. He could have met Bond in the hotel and shown him his car and the defibulator and weapons case, ect. (Like how Q met Bond at the airport in Tomorrow Never Dies).
In Quantum this could have happened:
1. Q could have been the one in the room where they were looking at Le Chiffre's money.

"Oh look! Parachutes for the both of us! Whoops, not anymore!"
"You see Mr Bond. You can't kill my dreams. But my dreams can kill you!"
"Time to face destiny."

I feel that keeping Q out of sight for now is not a bad thing. The Producers and Mr Craig have all said that when the time is right to bring him back, they will. Thats good enough for me, make his reappearance / first appearance really count for something.
My primary concern at this stage is to see Bond working with his fellow 00 agents again, as a team onscreen.
Q's lack of appearance back in CR? I not ashamed to say I didn't actually miss him there. It was too easy for me to imagine him fussing around the bowels of The Vauxhall Building, muttering about destroyed equipment, and lamenting painfully tight budgets to his subordinates, - one of whom was about to escort M to the Bahamas.
