add a us address to your address book on eBay, then make it your default shipping. You'll be able to send a message to them. Once you've sent the message change back to your cdn address.
Just change to the country of origin eBay store and add a bogus postal address in that country it will let you message them. No one sees the address but eBay thinks you're posting to that country so should allow it.
