Who has more power in SPECTRE: Rosa Klebb vs. Emilio Largo vs. Dr. No?

I know blofeld is in charge, but what about the others? Who are more powerful?

    in the TB novel, Largo is clearly named as Blofeld's deputy and successor which would suggest he's the most senior member- but Klebb and Dr.No don't work for SPECTRE in the novels! Blofeld's remark to Klebb that his organisation arranged for her to come over IMHO doesn't suggest that she's as highly placed as Largo, and Kronsteen's reference to Dr. No doesn't seem to give him a high position either.

    In the film version of From Russia With Love, Klebb is number three in SPECTRE. Also given her former background as a Soviet army Colonel I would imagine she would have knowledge that would put her on par with Largo and Blofeld himself. I know that the screen writers never went into detail in the films as to how the numbering system in SPECTRE worked, thought I believe it works much like a large corporation with those who have the most cunning get to have their own private armies of henchman and are tasked by Blofeld with planning and executing the various terrorist/ criminal acts.

    Blofeld himself is clearly the most powerful as the films have demonstrated numerous times. He is the one who has the final say in all matters and is quick to punish those whom he believes failed him in their duties.

    I believe in the TB novel Largo is no.1 so Largo.

    But. . .in the novel it's mentioned that SPECTRE switches the numbers around every so often; in that way the agents can't be easily traced. It's kind of a coincidence that Number One happens to be Largo's number at the time of TB.
