Overlooked - and is that really James Bond?

We all know about the first Bond girl - Sylvia Trench in that casino scene.
But there's an odd moment before that. We are introduced to Blades, and there's this gormless looking bloke hanging around. He is almost instantly forgettable. I think that we, the audience, are meant to be on the look out for Bond at this point, and are perhaps meant to be wrongfooted into thinking it might be this guy. Then he approaches someone at a desk (it's such a forgettable little moment I'm sort of making this up as I recall it) and asks if a Mister Bond is on the premises. Not being a member, he's not allowed to just stroll in.
Then the camera is on Connery's back...
I wonder who on earth that bloke is and what he's been in before or since. We simply never see him again. I suppose in a way he's like that gormless Villiers bloke in Casino Royale, he just seems to be on the scene to show up the main man as a bit of a hunk.
