When Bond is strapped to the table before the laser is turned on, Goldfinger tells Bond that he has been recognized by someone of the opposite number who also has a license to kill. To whom is he referring?

As goldfinger says "let's say by an opposite number also with a licence to kill", and they've supplied him with the nuclear bomb and a whole bunch of hired goons, I would assume that the intelligence service member/s who have recognised 007 would be....
