Yes...a very strange decision indeed

I think it is saying there is already a bar nearby, not that they built one after demolishing the set.

Often times sets are built impractically, interfere with existing scenery and operations, or are not built with durability in mind. Its possible that the bar set was just not in a good place or was never built to last and so they just restored the spot after the shooting was done. (Like the Rohan set from The Lord of the Rings, which many thought looked marvelous, but due to its interference on the land and the lack of serious lasting structure integrity, the space was restored)

That said, if it would have been possible for it to remain, I would imagine it is worth keeping.
