Rank Main Villains on the EVIL SCALE

How evil do you consider the main villains of all 23 EON films?

Here's how I rank them, from most evil to least evil:
(Note: I consider the following the main villain from each film: FRWL = Rosa Klebb, OP = Kamal Khan, TLD = Georgi Koskov, TWINE = Elektra King)

MOST EVIL
1 - Hugo Drax - The man aimed to kill all human life on earth. That's more murder than any other bond villain.
2 - Max Zorin - Complete psycho, and even turned on his allies, as well as laughing before his death.
3 - Blofeld (DAF) - He wasn't the best portrayed Blofeld, but I think his scheme was the most evil of the three.
4 - Blofeld (YOLT) - Evil scheme and killing own allies.
5 - Blofeld (OHMSS) - Very evil scheme. Seemed loyal to allies though.
6 - Emilio Largo - Leaving Angelo to die was rather mean. Although probably just taking orders from Blofeld. Feeding Quist to the sharks was especially evil.
7 - Karl Stromberg - He aimed to kill many, so he's gotta rank high really.
8 - Dr Julius No - "Rough him up, I'm not finished with him yet".
9 - Elliot Carver - All that just to get media coverage?!
10 - Raoul Silva - I know it's personal revenge. But the amount of pleasure he gets from the thought of killing M has gotta make him rank at least fairly high...
11 - Auric Goldfinger - In it for the money, but he obviously did some evil things such as killing the investors and ordereing Oddjob to kill Mr Solo.
12 - Elektra King - A double crossing, twisted bitch!
13 - Franz Sanchez - He's great to those who are loyal to him. However, feeding Felix to the sharks, his murder of Krest, and whipping Lupe makes him rank here...
14 - Gustav Graves - His plan was evil enough.
15 - Rosa Klebb - She was only taking orders. But her attitude and general way she came across seemed rather harsh.
16 - Kamal Khan - He was only a jewelry thief, but he was willing to let many die...
17 - Alec Trevelyan - He was, as bond says, "nothing but a common thief". So he ranks here.
18 - Dr Kananga - Money-hungry. Not that evil really, but still evil nonetheless...
19 - Dominic Greene - Taking orders etc, but threatening Medrano was quite sinister of him.
20 - Le Chiffre - In it for the money. But the torture scene makes him rank here.
21 - Aris Kristatos - Just in it for the money, although not a saint to Bibi and Jacoba, plus the shark scene was grim of him.
22 - Georgi Koskov - He's just a weasel who's in it for the money.
23 - Francisco Scaramanga - He's just a hitman. Although shooting Hai Fat was a bit evil, but meh...
LEAST EVIL

I dunno about Sanchez, it's a really funny one. On one side he is twisted and evil (Whipping Lupe/Feeding Leiter to the sharks/blowing the head off Krest/cutting out a guys heart) but on the other side he is great with those who are loyal to him. In some ways I actually like him and sometimes forget he's the bad guy. I suppose it's this brilliant character development which makes me love LTK so much.

However I 100% agree on Scaramanga. He genuinely comes across as a gentleman, wines and dines Bond and even gives him multiple chances to walk away and stop meddling in his business. He even seems to admire James Bond as a person.

Yep Drax is the best. Brilliantly portrayed by ML.

I would say Zorin was the most evil. Even Bond was horrified by his actions.

That's a very good point about Sanchez. When writing this list, him murdering Krest like that and feeding Felix to the sharks completely skipped my mind. I've edited my list and bumped him up to 13th!

I would agree with the OP that Drax is the most evil, and while my fave villains are 006, Telly Savalas Blofeld and Sanchez, they are not as evil imo as some of the others, Drax would probo be in my top 5 villains but defo #1 on the evil list.

Interesting list - though Stromberg and Drax ought to be topping it, really! They are evil incarnate, due to the amount of deaths they plan to cause by their schemes!

I have a tough time ranking them. There's a quote that one death is a tragedy and a million deaths is a statistic. When a villain wants to blow up the world with a nuke, it's kinda cartoony and often times I don't think the actor really convinces me that that character would really enjoy millions of people suffering. But something as [relatively] minor as Kristatos abusing his daughter leaves a mark.

Drax wanted to destroy life on Earth.
Sanchez is just evil. Someone you're glad to see die.
Zorin is a psychopath.
Elektra is a unique villain. Twisted, and killing her own father to destroy a city so she can build an oil pipeline.
