In some cases, sure. A View to a Kill immediately comes to mind for me as much better in second half, however. Also, last act of OHMSS is the strongest in my view. So it varies for me.

There was actually another thread on this. Some good examples of this are TLD, TND and the best example would definitely be Die Another Day!

I always feel the first half is good, but in most cases the second half is stronger. Look at GE, SF (in my opinion), and I think OP follows this format too, given the train fight and the fight back at the palace.

Die Another Day certainly falls into this category, some would probably say Diamonds Are Forever and Moonraker do too!
