Was the Bond Forumula outdated in the 80's?

When you think about all of the big Action Films that were coming out in that Decade, with Invincible Action Men portraying the Lead Characters. Was the Bond Formula looking stale compared to the newer Action Films of the Decade?

I am not going to agree with this (but politely), as the 1980s bond films where mostly profitable and the two failures in the 1980s (AVTAK and LTK) where due to movie issues, AVTAK just wasn't that good (but it was profitable) and LTK is a good movie, but it actually broke the bond formula and was too dark for its time (If it was released in the 1990s it would of been a hit most likely.
Actually, i think bond started getting stale around 2002-2004 with spy films like "Bourne" films that had the big action sequences, but with a fresher start. Didn't help that in 2002 you had the very good tight Bourne Identity, and the Bond film was DAD, which while not as bad as it reputation (the first half is a good flick, then it falls apart) made EoN make the choice that to change up the formula with CR.
For example, Goldeneye (1995) is a very much a formula bond film, ranging from a Superweapon plot, big stunt sequences, and a battle at a secret base at the end. However it still was a rousing successes both critically and money wise.
