I think in the books he grew up with his Aunt Charmain in Kent after his parents died, so i always thought that maybe their money was left to him in trust or something, and he didn't have it right away...

Well tbh many Oxford and other Universiy grads could have suits made in Italy or wherever, so it doesn't necessarily follow that it's a wrong deduction.
Good tailors in Savile Row or wherever in the world could provide a classically cut, or tailored, suit. Tom Ford is American but that doesn't mean everyone who wears a TF suit is American. Brioni (according to Wiki) offers 200 styles and cuts. And a good tailor will give you whatever cut you want.
