Formal Complaint about an AJB Member

Folks,
On the 3rd of May I sent a paypal payment of $145 to an AJB Member "J Bauer" real name Niel Hoggard . payment was for a replica Casino Royale leather jacket he advertised on AJB.
on the 11th of may after I questioned him via email I received an email saying the jacket had been posted on the 10th, and he would send me the tracking number .
I sent several emails requesting the tracking number and had no response,
JUNE 10th over a month after I sent payment I received an email saying the jacket had been returned to him due to posting errors and it would cost far to much to post it again , he would repay me my $145 by the end of the week,
today is the 23rd and ive had no refund, or no reply to my emails,
I have kept his emails for evidence so if he decides to deny what ive said here I can prove my claims,
ide advise all other members not!! to offer this man money, or trade with him,

Plus has anybody else bought anything from him ? If so, has it turned up ?
If you haven't filed a PP claim by 45 days you can kiss the funds goodbye. If you have, then you'll get them back.
Yup -happened to me years ago, guy said it got sent back to him so he would re-send etc, next thing you know the claim window has expired.
