Are Lee's M and Brown's M the same person?

Hi I'm new are these two the same or different people discuss. I think Brown is different but he should have been called H after he played Hargreaves in TSWLM as it says he went to serve higher positions.

The films definitely have Bernard Lee playing Fleming's Admiral Sir Miles Messervy- he's wearing Admiral's uniform in YOLT, and General Gogol calls him "Miles" in TSWLM. Robert Brown is called "Admiral" by Gogol as well as Sir Godfrey Tibbett in AVTAK, but nobody first-names him.
Raymond Benson has Admiral Hargreaves (Brown in TSWLM) make an appearance at a party held by Sir Miles Messervy.
