IMHO, it's between DN, FRWL, LTK, CR & QOS.
I feel like I should award it to DN (lots of delicious leftover 50's film-noir tough guy influence), or CR (execution in an embassy?!?), but I'm gonna go with LTK's cold, calculated vendetta leading up to a crazy truck chase pugilistic/fiery beat down.
Mileage will certainly vary, and that's what I want to explore here! -{

    Goldfinger- He marches into GF's suite in the hotel, gets stuck into Jill and takes over the mike she's using

    I'll admit Dalton is pretty badass in LTK. In fact, on reflection I'd have to say he is more of a tough guy there than in TLD. But for overall toughness, I still say it's Craig in CR.

    I agree but would add OHMSS. Not because he is particularly mean in it, but for Lazer's sheer physicality.
