Why would he chain himself to the ATAC? What Would happen in an emergency such as the sinking in the film? I get that it's a valuable machine. it narks me every time i watch it though.

I always thought it was as a security system, in that someone ( a small group of trusted officers ) would
always be with it to destroy it if needed. The fact that they couldn't, was a slight mishap. :)) probably
    built by British Leyland. :))

You'd think they'd have some sort of emergency release mechanism

Well that would've made sense. :)) To be honest I think it's a bit of " movie shorthand " look how
secret this is, like the amount of briefcases in movies handcuffed to officials. ;)
I do think it's funny in some films they have to carry a box, and it has a big Top Secret sign on it. ;)

Obviously protocol dictates that someone has to be chained to it at all times so they are on hand to either remove it or destroy it in the event of an accident - or worse - as its too important to let it fall in the wrong hands...

Yep - I always get a big chuckle out of the scenes where someone is handling a folder with TOP SECRET in big letters on the cover! Also, the ones where someone finds a videotape cassette or computer disk labled "Top Secret"! :))
