A new Bond would be "rebooting the character", as in OHMSS,LALD,TLD,GE... Rebooting the franchise is something else in my mind, is starting from scratch and being open to re-interpret old ideas and update them. Otherwise there's not point.

Something like the Citroën 2CV chase in FYEO? I actually think this is a great idea. I visited Rome this past summer and after I heard that there will be a car chase in Rome, I thought to myself, "How are they ever going to film a chase scene with that wide, low Aston Martin on those narrow streets?" Having Bond drive the little 500, as silly as it sounds, actually seems fresh to me, especially seeing as the Craig-era Bond films have been lacking in the car chase department.
I'd say the Craig era Bond has had some great car chase scenes, from the Aston chase when Vesper is abducted in CR, to the QOS PTS - one if the most exciting of all with that door ripped off.
Of course, the Fiat 500 could just suffer the same fare as the VW Beetles in the Skyfall PTS... )

My biggest gripe with the Craig-era chase scenes is that they are too short for my liking.
Maybe it's just because I'm young, and I grew up with Brosnan's Bond, but the Brosnan-era chase scenes are some of my favorites. Give me something like the parking garage chase in TND.

I disliked the carchase in TND. It was centered around gadgets and not around cars or driving. To top it off, Bond was in the back of the car with a remote control behaving like a gleeful twelve year old with a Gameboy minutes after finding Paris dead in the hotel room.

Bond could have showed no emotion during that car chase, fine. I found the childish glee displayed by Bond then as shallow, not cold. The ideas you mentioned both sound better than what we saw in TND. Using a second, remote controled car or Q remote controling the carwit the injured Bond and the girl sounds better than the convenient gedgets we got to see. A tiny saw inside the front of the car, what were the chances someone blocked the road with a wire at precisely that height? )

He will have just finished all of the media stuff for Horrible Bosses 2 so you'd imagine that now the film is out, he'll have more free space in his diary where they can arrange a press conference for him to attend with the rest of the cast.
