It seems like a return to form, between Craig's statement of it being a more humorous Bond and the title being Spectre, perhaps the series will go back to being a goofy spy movie rather than being inspired off of the more modern films.

Most likely there was an element of that involved. And rightly so. Ian Fleming created Bond. Blofeld and SPECTRE. All that Kevin McClory could probably do in between martinis was come up with the "steal a nuclear device and blackmail the world", which was probably cliched even in 1961. Then he went on sue and sue and sue for the rest of his life. What a creative mind.
I was at first quite sceptical, but hell: "A cryptic message from an unlikely source sets James Bond navigating the layers of a sinister organisation known as SPECTRE. This sounds astonishing, can't wait! Seems like it may be a Skyfall follow up in some way.
Not too shaken by this really, once again can't see how they'll get a song out of it. 'Ooh, he works for Spectre / When he met Tracy, he wrecked her / In revenge for Bond stealing the Lector / Or is that going back too far?'
It sounds like a lot of heavy weather, at odds with the talk about making it more humorous. That said, SF was heavy too and that had more humour. It does all look quite dark though, again, and it comes out in winter. Cheery stuff.

Though McClory was a pain in the rear and tried to milking his involvement in TB as much as possible, there are 2 or more stories about who has created SPECTRE.
Until his death, MCClory held the rights on SPECTRE so it's not as clear as you are trying to suggest.

Quantum is not dead/forgotten after all? Danish article in which Jesper Christensen is quoted. "I look forward to working with Sam Mendes and Daniel Craig. It is a truly exciting script and a very capable team. So it'll be fun."
