I nominate Dr. No. While not my favourite film, I love the writing; the dinner dialogue in particular has never been topped, not even by the Goldfinger exchange on the table IMHO.

I think the script work was best on these films, even though I haven'treally read them :007)
These three get my vote as well.
OHMSS might be a contender, but I personally feel the director fluffed a lot of it, what with the casting and some of the subtexts missed imo. Only sometimes do I pick up on what the writer was intending.

The Skyfall script was also brilliant IMO too, especially the banter between M and Bond:
Bond: I read your obituary of me.

Bond: Appalling.
M: I did call you an exemplar of British fortitude.

Honourable mentions to: The Living Daylights, Thunderball and Casino Royale
I would also nominate Dr. No (for being so novel) and FRWL for such a dynamic story.
For the Moore era, I think TMWTGG and MR had some of the greatest lines.
1) FRWL - A great spy story made even better
2) GF - An implausible and weak story transformed into a great movie and cinematic history.
3) OHMSS - Along with FRWL the world of Ian Fleming is rendered onto film.
3) CR - Brilliant post modernist take on the first novel
