Where at in QOS did I get it specifically?
During the conference call with Bond, Tanner and M when they where finding out where the plane with Greene and the CIA was headed, the onscreen computer visuals provided info on both Bond and Greene. I took several of the cut up screen shots with Bond and grafted them together to get this:

The 4/13/68 birthday is also what they have used in other places, like the passport they had made for him for Skyfall (which wasn't seen onscreen), so I'd assume that the information the company that did the computer graphics got the information from some kind of official source.
Not sure how this lines up with CR though. I forgot about M's words regarding Bond's promotion.

That is what I was talking about courtesy of the wayback machine. Clicking Dossier was a lot of fun back then, and now it seems they removed it. Really bummed.

The cool thing about the official dossier was that they included (very blurry) screenshots of these documents.
Perhaps this is simply keeping up Fleming's tradition of being vague and contradictory about dates!
How do I know that they were a little rushed?
If they weren't, there would be something other than "TEXT HERE" placeholders next to Bond's face in many shots. )
Man, I'd really love to get one of the higher end MI6 badges with that photo on it.
The screen shot is small, making the photo a little low in resolution. It's just doable, just on the cusp of what one might view as acceptable though given the noise in the photo.
