Love all the praise for Louis Jourdan's performance as Kamal Khan. Always thought he was underrated. So many great lines, delivered impeccably. Very elegant and classy as well.
This is VERY tough. I've never done a villains ranking before so much of this is subject to change as its a roughly put together and would likely need to do another marathon, but here we go! Let the sport, commence!
I'll add a flavor of my most favorite line from each villain.
1.) Scaramanga - Cigarette? We have so much in common and so much to discuss. We will never have this chance again.
2.) Hugo Drax - May I press you to a cucumber sandwich?
3.) Blofeld (Savalas) - Merry Christmas, 007
4.) Kamal Khan - A bit crude. Very unreliable. We prefer curare with an effective psychedelic compound.
5.) Max Zorin - I'm happiest... In the saddle
6.) Rosa Klebb - He seems fit enough.
7.) Le Chiffre - I'm afraid your friend Mathis is really my friend Mathis
8.) Mr. Big - Slowly, Whisper, slowly, slowly. Let our diners assemble.
9.) Goldfinger - Oh, nothing, Mr. Bond... I own the club.
10.) Trevelyan - Closing time James

Too bad. His films had some fantastic villains. Replace Grant with one of the Moore villains. Grant is a henchman working for Klebb, not a villain.
the same applies to Denbigh
Denbigh is running his own show, so I'll let him pass as a villain. He's like Klebb, and I think she counts as a proper villain. His work is separate from what Oberhauser is doing. If Le Chiffre, Greene and Silva are villains, Denbigh is in the same class as them. Mr. White too. They're all powerful people.
That is one of the reasons I like he so much. He is a wild card. Klebb is one of my all time favorite characters.

No. I really need to. I just remember the fist time I saw her I was so excited to see a female who could be bad and exciting. There are a few other feisty females from that time... well Pussy Galore is really all that is coming to mind... so seeing Klebb was refreshing. I can't help but secretly root for her.
