Not sure if this has been done before, but I thought it might be interesting to rank all the pre-title sequences from Best to Worst, particularly because I find that my favorite PTS's don't necessarily match up with my favorite Bond films. A good PTS doesn't necessarily mean the film is good as a whole (i.e. MR or DAD) and vice versa. I won't be including Dr. No in mine for obvious reasons, though I suppose the "three blind mice" sequence would count. Anyway, here's my ranking:

2. TSWLM - Still my favourite stunt of the series.
3. MR - Bond free falling, battling for parachute - chased by Jaws!
4. TWINE - Long PTS to fit in boat chase on the Thames, finishing on the Millennium Dome - well worth it.
5. TLD - Brilliant introduction to Dalton. "She'll call you back".
6. SF - Awesome fight on top of train. "Take the shot".
7. OHMSS - Love how the whole scene is shot and edited.
8. CR. Grainy, gritty, black and white - stylish. Bond's first two kills.
9. GF - Oh so cool. Connery in his prime. Love how he checks his watch.
10. GE - He rides off a cliff to catch a falling plane!
11. TMWTGG - Love the fun house. Great PTS.
12. TB - I wanted a jet pack. Had to settle for a Grifter bike.
13. TND - Exciting. Love how Brosnan deals with his back seat driver.
14. DAD - The Brosnan PTS's feel like mini films - this is no exception. Great stuff.
15. AVTAK - Fantastic stunt work spoiled by misplaced Beach Boys song.
16. FRWL - Tense. Bond dead! He can't be. Love Grant.
17. QOS - Fast cut car chase. Hold on tight.
18. FYEO - Thoughtful scene at graveside, followed by chucking a chuckling Blofeld down a chimney!
19. LTK - A wedding day that will be hard to forget.
20. DAF - "Welcome to hell, Blofeld".
21. LALD - Like the street funeral scene.
22. YOLT - Bond killed again?
1) GE: While the film itself is #5 on my ranking, I love this PTS. Yes, it feels OTT, but that's why I love it. Some people might not dig the plane stunt, but it thrills me. Also love the way it flows into the TS with the Tina Turner song.
2) TLD: Dalton doing some fine stuntwork here. Love that scene with the girl on the boat just before the TS kicks in.
3) GF: I had to rank this one highly, as it features the iconic one-liner "Shocking. Positively shocking.".
4) TWINE: Just a fantastic PTS. Yes, it's long, but that boat chase rocks!!!
5) MR: Out of the Moore films, I'd say this is my fave. Great to see Jaws and Bond skydiving.
6) TSWLM: Features one of the greatest stunts in Bond history.
7) OP: A lot of fun.
8) CR: Even though Craig is the Bond I like the least, I still think this is a great PTS. The way Bond kills the guy in the chair feels reminiscent of DN to me (Bond's killing of Dent), and the way we see him shoot the guy in the bathroom and thus get through the GB into the PTS is epic to me.
9) TND: Fantastic action, and love Brozzer's one-liner "Back-seat driver.".
10) TMWTGG: The duel and Scaramanga's shooting of the Bond mannequin set up expectations for the eventual duel between Bond and Scaramanga. I also love the way the PTS forms such an effective combo with the TS and Lulu's song.
11) L&LD: Gotta love the scenes in this one.
12) OHMSS: Lazenby's delivery of the introductory lune isn't that great, but we get a cool fight scene.
13) LtK: A nice stunt, and we get the capture of Sanchez.
14) DAD: Has a fun action sequence.
15) FRWL: Good stuff, as it exposes us to the iconic Red Grant.
16) YOLT: I have issues wrapping my head around Bond being supposedly killed, only to be revealed as alive after the TS, but it's cool to watch.
17) TB: A nice fight and a jetpack. Cool stuff.
18) SF: It's okay, but not THAT epic for me.
19) QoS: Some nice action but doesn't stand out that much.
20) AVTAK: "California Girls". And Moore's sweet one-liner: "Call me James. It's only 5 days to Alaska."
21) DAF: Connery giving an unmemorable performance and it feels like a bland cartoon (like the rest of the film imo).
22) FYEO: A visit to Tracy's grave one moment and party music another. Sets up the bipolar atmosphere of the film (imo).

Bond actors to be re-ranked later
DN - The three blind mice are pretty cool
FRWL - I was actually convinced Bond was dead for a second. Good one, EON.
GF - Not really relevant to the story, but it was fun nonetheless.
TB - Kicks off to a campy, but fun start.
YOLT - I love the humor and how Bond fake's his death with relative ease.
OHMSS - Good intro for Lazenby, good fight scenes, "the other fella"
DAF - Bond doesn't look too angry that Blofeld killed his wife.
LALD - I like the ominous buildup for what's soon to happen
TMWTGG - I love this one. Very unique. Perhaps my favorite.
TSWLM - Kind of slow and muddled, but the parachute scene was great.
MR - Jaws and Bond skydiving from the start. Great!
FYEO - Fake Blofeld dying in a campy way. Not offensive to me, not good either.
OP - I hardly remember it, but I remember enjoying it.
AVTAK - It's self-parodying and I find that really funny.
TLD - Good action but Dalton could've been introduced better.
LTK - While the movie as a whole was Bondian, this intro felt generic
GE - The gas tanks scene was great. The other stuff was alright
TND - Works well as a big standalone set piece
TWINE - I like Brosnan's acting a lot, but the directing is weak.
DAD - Perhaps a bit overlong, but was pretty cool throughout.
CR - Short, straight to the point. I like the black/white stylization.
QOS - Beautiful shots, unique editing. Love it.
SF - Starts off as a big action epic with sense of scale.
SP - Was all around fun, though the Day of the Dead was underutilized.

Edit: Huh, just realised I already posted in the topic. Oh well, updated ranking.
2 - GE (Just consistently brilliant. Great bungee jump)
3 - TSWLM (It's all about the iconic parachute)
4 - LALD (It may not have bond in it, but I love the atmosphere of this PTS)
5 - DAD (As a film it's the worst, but this PTS was really good)
6 - LTK (Cool introduction of Sanchez. Liked the wedding entrance)
7 - TMWTGG (Another PTS without bond, but I find this one very iconic)
8 - YOLT (It's a bit slow but I still quite enjoy it, and the bird 1 stuff is interesting)
9 - FRWL (Eerie feel, cool intro of Grant, nice twist and feel)
10 - TLD (Consistent PTS, bond ontop of the car is cool)
11 - AVTAK (I absolutely love the ice-berg sub, but california girls really does ruin this one)
12 - SF (Sets up the film nicely)
13 - OP (Entertaining, just not one of my favourites)
14 - FYEO (I kind of like it, but kind of find it silly too. Memorable though)
15 - TWINE (Millennium dome stuff is great. Too long though)
16 - GF (Duck helmet is cool, iconic line at the end)
17 - MR (I used to hate this, but it is very memorable so I have to give credit where it's due)
18 - TB (Cool funeral twist. Memorable jetpack)
19 - OHMSS (It's ok, but Lazenby's intro feels a bit awkward)
20 - CR (It's effective for what it is. Just not my cup of tea, but does the job well. And black and white is a nice touch)
21 - TND (Nothing wrong with this, but, it just never does much for me and I find it forgettable)
22 - QOS (Camera work is dodgy. Good line at the end though)
23 - DAF (The poorest PTS. Cartoony, and why is Connery's voice sped up?)
24 - DN (None)
1 - Moore, 2 - Dalton, 3 - Craig, 4 - Connery, 5 - Brosnan, 6 - Lazenby
TSWLM - For me the best thing is the ski-pole gun and backflip. Hell yes.
OP - It's fun and impressive. Very slick.
TND - An absolutely stunning action set-piece. Transcends the Bond universe as an amazing piece of action work.
GF - The first decent one and it's a cracker. Set's the pace for the rest of the film.
GE - Thrilling and fun, great "welcome back" bungy jump is awesome.
Five worst:
YOLT - A little too "theatrical" sets "the scene" with a cliche.
LTK - Doesn't really do it for me, especially the slow-mo. Having the wedding etc.
FRWL - The mask ruins it for me, it's a PTS that doesn't totally work.
LALD & TMWTGG - They are both important for the plot, but in comparison with some PTSes that came before, they don't create the suspense needed.
"Better make that two."
Preceded by the gunbarrel, of course!
1. The Spy Who Loved Me, probably the most iconic PTS ever.
2. Octopussy, clearly the best of all Moore PTSs, action, humour, fun.
3. The Living Daylights, epic, suspense, action, humour and Dalton is spot-on from the very first second.
4. GoldenEye, iconic and a sign of many good things to come in the Brosnan era
5. Tomorrow Never Dies, this is the BEST OF THEM ALL, everything is there that the heart desires
6. Spectre, a good bet for BEST PTS EVER, not sure it beats TND, tbd
The worst:
1. Dr. No, what on earth were they thinking, lasts only one second, black screen with background noise
ok... )
1. Quantum Of Solace, a discrace to the series, an epileptic episode is fun compared to this.
2. Diamonds Are Forever, this PTS could very well be the inspiration for the Austin Powers movies, just awful.
3. Casino Royale, black and white? why not silent as well? doesn't look like a Bond PTS at all, looks more like a short of Sin City and gun-barrel at wrong end.
4. The Man With The Golden Gun, while fun to watch, this feels like the PTS of an Avengers episode, you almost expect Steed and Peel after this.
You're one of the few who feels the same way as I do about this. I don't like the film not opening with the gunbarrel, but at least it is done in a way that makes sense. I wish the gunbarrel itself didn't look so awful and wasn't so brief.
Elite
TSWLM: Love the swerve of Triple X being a girl. The ski sequence is enough said. James I need you... So does England!
MR: Sets tone with shuttle being hijacked, followed by breathtaking skydiving stunts. Jaws flying into the picture makes me pump my fist every time.
TLD: Perfect introduction of a new Bond. Dalton doing some of his own stunts ontop of the keep and the ending is perfect.
Great
FRWL: Original PTS does a great job of establishing the ominous henchmen and previews SPECTRE island
GF: Campy and classic. The closing of the door just as the first note of the theme hits elevates this to the great
TMWTGG: Second straight Bondless pre-title. Scaramanga is established in a wonderfully skilled and classy way here.
LTK: Love the idea of them on the way to Felix's wedding. Leiter, Sharkey, and Bond all work perfectly together.
GE: First Bond film I saw. Forgot to knock followed by Pierce's head peering around a corner is great. Sets up Alec and Ourumov nicely.
CR: Does a great job of establishing Craig with a brutal fistfight and subsequent murder.
SF: Fun action with a surprising ending. The jump onto the train while adjusting cuffs is iconic.
SP: It's in the great for now. I'd like to see how much of the helicopter stunts were real as most seemed so which would put this in elite. The building imploding was a little far-fetched for a Craig film, but I like how his portrayal is evolving now.
Good
TB: Most of it is just okay, but the jetpack and aston martin water guns help sell this. Music is very nice too.
OHMSS: Love the brutal fight scene and how it only show parts of Laz until the Bond, James Bond line. Bordering on great.
LALD: Most don't like this, but I like how it gets right into some key plot points while showing off the quirky exoticism of the film right away.
FYEO: I embrace the campiness of this fully. I'll buy you a delicatessen, in stainless steeeeeel! Strange they chose this with the serious tone of the film.
OP: Fill her up please! A nice fun filled sequence that has nothing to do with the movie. Good action, humor, all around solid.
TWINE: Boat chase is very good, but runs a little long. I do like how it ties back with the plot later.
OK
YOLT: Pretty standard fanfare here. No real action, but a decent setup.
TND: Generic sequence, but that's not necessarily bad.
DAD: Another generic Pierce effort. I do like him being captured as a segway into the title sequence.
QoS: The quick cut editing just takes me out of the action here. I do like the end payoff 'time to get out'
Below Average
DAF: Definitely has a high humor factor, but not what was needed to follow up OHMSS. Connery also looks a little soft
AVTAK: Such a missed opportunity. The use of the snowmobile as a snowboard was innovative and interesting given that the sport would not take off for a few years later. The California girls is just so jarring.

Mine would be as follows:
Dr. No - Obviously excluded
23. A View To A Kill - Stale and underwhelming, contains obvious model work with the helicopter and the California Girls tune is cringe worthy and takes you completely out of the film.
22. Die Another Day - The PTS is the highlight of the film. Still clunky with its dialogue, model work, and effects but all in all it's a pretty good decent sequence. The North Korea location is cool as are the hovercrafts
21. Licence To Kill - I find this one pretty run of the mill. It's perfectly fine and does a good job of setting the story up, but I just don't find it that exciting.
20. Live and Let Die - Intriguing start to a Bond film. Pulls you into the film and leaves you wondering what is going to unfold. Brilliant scene in New Orleans at the jazz funeral. Loses points for no Bond.
19. Tomorrow Never Dies - Pretty exciting start to this one. Great set up with the missile and the warheads. It is a tad generic 90s action movie though
18. From Russia With Love - the first pre-titles is a good one. Very atmospheric and high on espionage. Great setting, great score. Relatively low on the list because it is quite a minor scene and the Connery mask is a bit of a stretch.
17. You Only Live Twice - Nifty start to one of the most entertaining Bond flicks. Love the score, like the spacecraft opening and how it swallows the other whole, and I for one like how Connery is machine gunned in the bed. Also love the Chinese lady "You think we better, huh?" )
16. The Man With The Golden Gun - The best Bondless pre title seqeunce. Fantastic locale, great score and set up. Love Scaramanga's fun palace, and the ending of the sequence is a great one.
15. Diamonds Are Forever - I know this one is a tad hokey, but I am quite fond of it. I Like how it takes place in different locations around the world and I like Connery's intro with the bikini lady. Not mad on the mousetrap in the pocket or the mud pond though.
14. The Living Daylights - Very good way to set up a new Bond. Cool stunt work on the Jeep and Dalton shines from the get go. However the ending on the cruise ship does not suit his Bond at all. I know this one is extremely popular, however I can't help but think it is a touch overrated.
13. The World Is Not Enough - This PTS is really quite good, though I do think this one is also overrated. It feels like 2 pre titles thrown together for me. They jam as much in there as possible, and it is a touch too long. Still, it has some brilliant stunt work.
12. Octopussy - Another very very popular pre-titles, and again another great one, but for some reason it's not one that I love. Very adventurous and the acrostar plane is great. What spoils it for me somewhat is the very visible pole connected to the plane as it flys through the hanger. Still it's a very fun PTS
11. Quantum of Solace - Big fan of this one. One of the scenes in the film where I think that the chaotic editing actually works. The car chase is foot to the floor, frenetic action. Love the ending where we discover that Mr. White has been in the boot the whole time )
10. For Your Eyes Only - Admittedly, a bit silly because of Blofeld and his dialogue. Not to mention the ending, but the stunt work and aerial footage in this is brilliant. Great idea to have Bond trapped in a remote controlled helicopter plus the setting is great. Also, I love the very 80s score.
9. Goldeneye - Classic pre - titles, great intro for Pierce and the bungee stunt is a classic. The ending is a bit over the top which brings it down a touch but otherwise brilliant.
8. On Her Majesty's Secret Service - Fantastic PTS. Very 60s and very cool, as well as gritty and tough. Great beach setting, love the way Lazenby is slowly introduced, and the fist fight in the water is pretty epic. Definitely do not like the infamous closing line.
7. Thunderball - Big fan of this one. Love the fist fight between Bond and the Colonel. Particularly how he just walks up and punches him even though the audience thinks it's a woman. Connery's Bond at his best. And of the course, the jetpack is pretty cool.
6. Spectre - Fantastic visually. Brilliant setting, epic opening tracking shot. Love the bit where Bond walks along the rooftops with his gun. Amazing helicopter stunt. Tad letdown by the overuse of CGI, but all in all it's wonderful.
5. Casino Royale - Love this PTS. It blew me away when I first saw it. Very small scale but it strips Bond right back to its roots with its gritty kills and murky espionage. Love the black and white, and Craig is brilliant straight from the get go. Hits you right between the eyes.
4. Moonraker - Incredible stunt work. Easily some of the best in the series. The aerial free fall footage is stunning. The idea of having Bond fall without a parachute is a brilliant one. Letdown by the corny ending with JAWS, but it's still great.
3. Skyfall - Initially I was underwhelmed by this, but now I think it is fantastic. It just keeps raising the stakes right up until Moneypenny blows him away )
2. Goldfinger - The blueprint for the Bond pre-titles as far as i'm concerned. Still thrills to this day. Corking little adventure and some brilliant lines. "Shocking. Positively shocking" )
1. The Spy Who Loved Me - In some ways, it's not the best. But once Bond jumps on the skis it's epic. The famous stunt is just an incredible image. It sets up the film like no other PTS in my opinion, and for that reason it's my number 1.
1. GoldenEye - The first Bond movie I have ever seen and I just think it is a superb way to bring James Bond back after that hiatus and proves that 007 can work in a post-Cold War and change in Russia world. I love how they conceal the "new" Bond in the far off shot as he runs to the platform, panning above him as he jumps from the platform. "beg your pardon, forgot to knock" punches guard. Still funny to this day to me. I loved that they recreated this in the GoldenEye retelling for Wii and 360, minus this dialog. Brosnan's Gun Barrel is my favorite of them all. Also one of my favorite "Bond Moments" in catching and pulling the plane up just in time.
2. The World is Not Enough - A bit long, but it sets up so much for the movie and this chase is one of the best of the series.
3. Die Another Day - Again a bit long and I love how it continues into the title scene too, a first for the series. The hovercraft chase is another favorite chase scene.
4. License to Kill - This features one of my all time favorite "Bond Moments" in "Let's Go fishing" reeling in the plane and parachuting into Felix's wedding.
5. Casino Royale - Great start to Craig's tenure as Bond and showing how he made his 00 requirement of two kills.
6. Skyfall - Another awesome chase out of the gate and the "death" of Bond leading into my favorite title song and sequence.
7. The Man with the Golden Gun - No Bond, but certainly a good setup and love the fun house and the island set.
8. Octopussy - This movie as a whole took some time to grow on me, but now is a high point for me. This was a fun sequence too. That plane was awesome.
9. Live and Let Die - Again no Bond, but an interesting setup for this movie.
10. Goldfinger - Shocking!
11. Quantum of Solace - Another Bond movie with a great chase to start it. "Time to get out!"
12. Tomorrow Never Dies - Great action sequence but this is so low, because the movie is just as low for me. I still willingly put this movie in, but by the time Bond is diving to the ship, I usually start to drift out of interest.
13. The Living Daylights - The movie itself is a lot higher than this, but this was alright I suppose.
I don't really remember a lot of the others that well.

2. The spy who loved me: - fantastic too: Great ski scene and jump, plus Bond '77 music.
3. OHMSS: - Really good too. Nice how George was introduced, exciting music again, faithful to the book.
4. TWINE: The longest PTS. But love it, both the Bilbao scene as well as the Thames boat chase.
5. Living Daylights: Again a good, fun way to introduce the new Bond
6. Moonraker: - Yes, a lot like Spy, but that plane stunt is just fantastic
7. TND: - Maybe a bit generic, but I love it.. Great music again too, and Brosnan looks the business
8. Spectre: - Love it, the day of the dead scene is exciting, music is fantastic
9. Octopussy: - Great fun, Roger at his best.
10: Goldeneye: - Love the bungeejump, and the interaction between 007 and 006

3. Tomorrow Never Dies- Brilliant action "What's he doing? His job" 10
4. Die Another Day - Surfing is killer, Bond undercover and a hovercraft chase. "Saved by the bell" 10
5. The Spy Who Loved Me - The ski-jump is like the greatest stunt ever "So does England!" 10
6. Spectre - That rooftop walk is Craig's finest moment 10
Incredibly good:
7. AVTAK- Pioneered snowboarding. Gorgeous Iceland location. Hampered by song. 9
8. TWINE - Ambitiously long, but great banking scene and boat chase. 9
9. MR - Shuttle hijacking AND Bond getting pushed out of an airplane? Awesome 9
10. QoS - INTENSE car chase 9
11. LTK - Imaginative way to capture Sanchez and still make it in time for the wedding 9
Decent, but not spectacular:
12. TLD - A runaway jeep and some paintball guns. Okay. 7
13. TMWTGG - Pretty cool and weird way to establish the main villain 7
14. GE - Could have been perfect, but the freefall is ridiculous. So is hanging upside down in a bathroom stall. 7
15. YOLT - Did anyone really think Bond was killed? 6
16. FYEO - Good setup, but hampered by some awful dialog. 6
17. TB - Why did JB even bother to attend his funeral in drag? He could have stayed home. 6
18. LALD - Intriguing, but boring. Not exciting at all. No Bond. 4

TOP TEN BEST:
1. The Living Daylights - Nobody does it better than Timothy Dalton here. This entire sequence is just phenomenal, from start to finish. A real 80's classic, Dalton doing his own stunts filled with John Barry's best score of the series.
2. Licence To Kill - Maybe an unpopular opinion but this was so 80's, serious and filled with very Bond like scenes that other movies would copy 23 years later. I don't know what it is, but I love it so much that by the time the Glady's Knight theme came on, I was hooked from start to finish. It shows what a threat Robert Davi's villain is, and how badass Timothy Dalton's Bond is for skydiving out of a plane to a wedding.
3. The Spy Who Loved Me - This one really defines the character of James Bond - 007, at least since Sean Connery bowed out of the series. We get a plot regarding an agent being sent to kill Bond in the Austrian Alps, and what comes after is fantastic. An ultra fast ski scene that no other film did better except FYEO. The parachuting off the cliff was intense, to reveal the British flag.
4. Octopussy - Maybe another unpopular opinion, but the action and fast paced stunt work just brings it to the near top of the list. Roger Moore does a fine job, and by the time he takes off in his little toy 'Q' plane, action kicks in and he manages to blow up the base with their own bomb. "Fill her up please!" and right into the title sequence.
5. Moonraker - Another classic Bond film in the list. This one is like Spy, except the action gets cranked up, and we have a hugely memorable scene with Bond trying steal a parachute mid-air, then we see the return of Richard Kiel's Jaws. Amazing.
6. Spectre - This has always been one of my favorite Bond movies, and the PTS - although it didn't excite me the first time I watched it in theaters, it got better every time and look how much a big fan I am now.
7. Thunderball - This movie has really grown on me, and so has the PTS. I love it how fast paced it is, and how Bond takes off on a jet pack to reveal the return of the Aston Martin DB5.
8. From Russia With Love - While this certainly isn't a memorable masterpiece like the previous ones mentioned, it gains points for being the very first PTS in the franchise with Bond's figure as a meat killing target. The way Red Grant kills the fake and we're revealed that it is a training exercise blew me away.
9. For Your Eyes Only - While it is a bitter disappointment in some aspects, such as killing off an 'unamed' Blofeld because of Kevin McClory was so unsatisfying, but here we have a return to the roots of Bond with Roger Moore visiting his dead wife's grave after 12 years, and a final kick in the pants by Ernst Stavro Blofeld. Yes, he should have had a proper full length picture to fight Bond one last time but at least we got something.
10. Casino Royale - While I am not a big fan of this movie, Daniel Craig gets points for flawlessly establishing himself in the role of 007 by killing two operatives to give us our new Bond. There is no action here whatsoever, but it works.
BOTTOM FIVE:
1. Die Another Day - There are some people out there who like it, some even love it. I don't. I think it's stupid, just like the rest of the movie.
2. Tomorrow Never Dies - This entire opening sequence to me is all over the place, and it truly left a bitter and unexciting taste in my mouth. I found it very boring as well.
3. Diamonds Are Forever - Bad directorial work and cinematography. We get that Bond is seeking revenge against Blofeld, but it's executed so poorly to say the least.
4. The Man With The Golden Gun - It isn't bad, but its a bit silly in some places. It's also quite underwhelming most of the sequence.
5. A View To A Kill - I really hate to put this one so low... Because I love the rest of the movie and it is in the top ten. The PTS however, is just extremely poor. It's the same stuff we've seen twice with Roger Moore previously with the ski scenes, but feels lackluster this time. Then the California Girls part has no place in this movie, heck, even with a younger actor playing Bond I could accept it, but here... it's very out of place.
