Are there any truly meritless movies in the series?

I'm not talking about pure principle. Of course a "Nazis are good" movie would be a candidate for the meritless category.
As far as Bond goes, I think every movie in the series has some merit. Every movie at least has one good scene, one good locale, one good actor/character, one good song, one good action scene. I know some people really love AVTAK, the majority can agree it's a weak movie in the gestalt sense. But I still own it because it has merits that you simply can't get out of any other Bond film. While some of the movies in the series are, overall, mediocre, they have some moments in them, making them worth owning in a Bond collection overall.
