Like Moore, I don't feel Brosnan was as brutal as the others but that I definitely feel comes down to the direction. He only had one noteworthy fight, against Trevelyan.
I put this largely down to the direction and and choreography. I back this up by comparing this to the pathetic fight Connery puts against Oddjob and Bambi and Thumper. Ok Oddjob is strong, but it's just boring to have him throw Bond around over and over. Maybe Oddjob is powerplaying but doesn't it more interesting. On the other hand, the direction against Peter Franks and Red Grant are excellent.
So I believe given better direction, Brosnan would have been more convincing as a brutal, cold secret agent. Perhaps not to Fleming's literary Bond, but a cool spy popular with audiences at the time. Even as it stands now, he sure got me hooked onto Bond as a kid.
I've been reconsidering his movies, and I feel in looks and moves best in TND.

I don't think anyone is suggesting to brink Brosnan back. He's in his 60s now.
