Roger Moore himself says the best Bond ever is Daniel Craig. "To me, he looks like a killer. He looks as though he knows what he’s doing. I look as though I might cheat at backgammon". However, I disagree with him. I said it somewhere else. Roger could play a tough SOB very well, if he wanted to. In OP he shoots a soldier between the eyes. Ninety-five percent of the time everything is kind of comical or semi-spoof and it's all gondolas and Sheriff JW Pepper and then you suddenly have a woman ripped apart by Drax's dogs, or Bond pushing the defenseless guy's car off the cliff in FYEO, or Bond smacking around Maud Adams character in TMWTGG. It's as if the producers suddenly realized, Hey! This is a James Bond film so we gotta do something edgy. It's always given me a kind of queasy feeling.

MR: Bond was put in to the simulator which was a tense scene. This preceded the dog scene (With dogs being shown when Bond met Drax, it was likely that they were going to be used. The question was on whom). After the dog scene, we have the scientists getting killed in Venice
FYEO: Action / Violence is constantly being built up with Blofeld getting dumped in the chimney, Havelocks getting killed, Gonzales getting shot, Ferrara getting murdered, Lisl being run over cold bloodedly, ....
TMWTGG: Bond started showing cold-blooded qualities to get the job done right from when he lands in Macao where he fired at Lazar from a close range to get the information. And then he gets info out of Andrea
Unless you found Bond in the simulator, Lisl death, etc. as funny, there should not be any reasons to feel surprised when the dogs were unleashed, Locque is thrown over the cliff, Andrea is tortured, etc.
