But I don't think the people who show up in title sequences/photos shouldn't count. So no Le Chiffre, Vesper, Greene, Silva. They really only appeared in one film. If you go that far, you could say Tracy because we see her grave.

I know it doesn't, but I don't think you should either. These characters really aren't appearing in these other films if there's nobody playing them.

Oddjoblo... etc, you've got two Tanners- or one shilling, in old UK money.
The gangster from TMWTGG (who may or may not be the same one from DAF) is called Rodney.
And John Cleese's character "R" who later becomes Q should be there, too.
