Is there anything to say that GE is set in the the time the film was released?
All it says is that nine years have passed, so it could be any time simply before and after the fall of the Soviet Union. I think the fall is generally associated with the fall of the Berlin Wall however.
It is a long time, and suggests that Brozzer's Bond hasn't been doing much for most of his 30s.
I'm sure the date is set in the film PTS somewhere specifically but can't remember? Wasn't there a previous thread about this

Actually, it was the date 1995 on the newspaper of the man in the toilet - so any date in that scene is just a mistake!
It's probably best to assume the film is set in 1995. With the exception of QoS, no Bond film has been set in the past, before the film's release year - at least officially - so it's unlikely that GE is.
