I got an update, the count is still in the 20s.

I hate to say it, but I think what Higgins said is true.
The 30+ who haven't paid have moved on and taken
their interest else where. Over a month is more than enough time to have paid. (and the credit cards aren't even charged at this point.)

At this rate, the project won't happen.

I don't think Luigi gives most people a PAID confirmation, but rather an exchange to confirm he received all necessary details...
