Why did Mr. White not kill James Bond when he had the chance?

So, i know that CR's plot is one of the worst of the series (but not as bad as SF's), but it really bothers me that Mr. White kills Le Chiffre, but leaves Bond alive. Not only does he leave Bond alive, but he doesn't even capture him. Was this ever justified? Or is this just one of the many, many plot holes in the newer Bond films?

As much as I dislike the film, the plot is pretty solid. It's the character development of Bond that is poor.
It still seems reckless just letting Bond leave like that. Either he had no idea Bond was a British agent (which would explain White's stupidity of getting caught at the end of the film) or they cared so much about the $100 million, at the risk of being extremely reckless.
Mr White knew exactly who, and what, Bond is - he says exactly that in QoS...
Vesper bargains for Bond's life by using the money, she gives the money to them in return - as M explains at the end of CR.
It could be they thought Bond was beaten so badly he wouldn't return to SIS...or they were operating at a much higher level and Bond was 'too lowly' to bother with.

It's only fair that audiences should be able to figure this out without having to watch additional Bond films.
As for why Mr. White didn't kill Bond? Beats me… I guess I never really liked CR enough to care.

" If it was good enough for Fleming, then it's good enough for me "
"You are fortunate," said the voice. "I have no orders to kill you. Your life has been spared twice in one day. But you can tell your organisation that SMERSH is only merciful by chance or by mistake. In your case you were saved first by chance and now by mistake, for I should have orders to kill any foreign spies who were hanging round this traitor like flies round a dog's mess." - Casino Royale, chapter 18
Then later on:
"He [the man from SMERSH] probably cam from Leningrad to Berlin via Warsaw," said Bond. "From Berlin they've got plenty of routes open to the rest of Europe. He's back home by now being told off for not shooting me too. I fancy they've got quite a file on me in view of one or two of the jobs M's given me since the war". - Casino Royale, chapter 20. -{
The assassin did not kill Bond in Fleming CR him because he was ordered to let him live. Something admittedly that the Russian say it was a mistake in the novel From Russia with Love.

My mistake.
