I'd like to see Christoph Waltz return as Blofeld. He really had too little to do in Spectre.
But I think Mark Williams, of Father Brown and Harry Potter, could easily play a one-off Bond villain in the tradition of Fleming. He's got beady, judgmental eyes, a doughy, Germanic-looking face, and a generally unlikable air. He'd be an old-school megalomaniac for Bond to fight. The trick for him would be to find some sort of sense of charm so that he didn't come across as two-dimensional.
Anton Lesser, who is wonderful on Endeavour, is so versatile, I'd think he could come up with an interesting villain, so long as he didn't try too hard to imitate Jonathan Pryce.
