Why were Connery's later toupees so poor?

In TB and YOLT in particular, his toupees are pretty obvious to me



Compare them to Shatner's toupee from the original Star Trek series which aired roughly the same time and looks much more convincing:


How is it that an actor on a TV show with a relatively shoestring budget could afford a better rug than the biggest star in th world?
