She's the embodiment of the 60s secretary here.
The whole nine yards, from the psychedelic shirt to her cute hair and playful attitude.
She looks too young in Dr No, didn't make an impression looks-wise in FRWL and looked too old in GF (that hair). This is the sweet spot.
YOLT doesn't show her much but she's a year or so past her peak and I don't really like a girl in that kind of uniform. Plus, she loses points for her hair is just too long for what she's supposed to be (mentioned in the commentary).
Bliss in Living Daylights looks great.

From all of the Brosnan Bonds, Samantha Bond's a stunner in Goldeneye. She looked too boy-ish for my tastes in later ones thanks to her shorter hair.

To answer the thread's title question, this would be it, with a close second the gag VR sequence at the end of DAD. Both scenes has Moneypenny's blouse in "disarray" thanks to Bond's hands, whether real or not.
