Timothy Dalton's Hair Loss

When I used to watch the 007 movies before i had them on blu ray, I always noticed Timothy Dalton seemed to have a wild change of appearance from TLD to LTK (mostly in his scalp). I just assumed Dalton just had a bad haircut in '88, partially because of the low quality but mostly teenage stupidity. When I finally got my hands on the blu rays, I finally realized that Dalton hadn't aged so well both during and after TLD. Looking up some photos, I realized that Timothy didn't have a whole lot of hair in the early 90's.
This started to raise two questions:
1) Why didn't the producers restyle Dalton's hair? (slicking it back doesn't count)
2) If Dalton had done a 3rd, or even 4th film in the 90's, would Timothy have been given a toupee like Sean?

Sure, he's lost some hair in his 70s but back then (in his 40s) there's no way he would have needed a toupee- just some better hair styling.
No, he didn't lose any hair.
If you look at LTK at the casino and LTK just after he wakes up, it's clear that Sanchez had Bond's hair cut after his head injury, so I guess that sort of explains it, unless he's actually dead and woken up in heaven (at least that's what I assumed when I first watched LTK, not knowing anything about Bond beforehand).

appearance in LTK. Hence the confusion
