A lot of Bond films have one location for the PTS, but looking back, some films have quite a few locations in their PTS.
YOLT Space, American mission control, frozen wasteland meeting, and Hong Kong.
DAF Multiple locations including Cairo.
LALD New Orleans, San Monique island, New York.
FYEO Graveyard and a helicopter aerial sequence.
MOONRAKER Aerial sequence, London, another aerial sequence.
TND Terrorists bazaar, MI6 situation room and naval vessel HMS Chester.
CASINO ROYALE Split between Prague and what we now know was a Pakistan toilet.
Locations in the film aren't the same as filming locations. It would make more sense to look at which films filmed in more than one overseas location for the PTS. Generally it's one overseas filming location, while most PTSs have filmed at the studio or in the production's base country (usually England). LALD is the only one with multiple overseas filming locations, but those locations all feature heavily in the rest of the film.

But, the YOLT, DAF and LALD PTS all have a short story that takes place in different locations while also being directly related to the main film. LALD's assassinations, YOLT's space hjacking, great powers' response and Bond's apparent death (which we learn is in preparation for the film's PTS related mission), and DAF's Blofeld search and killing. These short stories also have events separated by time, as well as location.
Interestingly Bond does not appear in the LALD PTS. Will Bond25 be a Madeleine focused PTS?
I remember going to Corfu for a lads holiday in 1981 just after shooting for FYEO had finished filming there. All the Spanish sequences including the Villa where Gonzales is killed and the subsequent car chase was all filmed in Corfu, but in the film you are led to believe you are in fact in Spain. We got to know the local diving school owner and apparently he taught Roger Moore how to dive.

That's true, but Bond films do also like to be set in exotic places and Norway's pretty exotic to the average film-goer. Norway could stand-in for Sweden, Canada, or Finland etc, but I'd say that Norway was at least as exciting as those spots. I could see it posing as Siberia, but then again you could do that in other locations that would likely be cheaper to film in than Norway so I'm keeping my fingers crossed that Norway's Norway!
Norway can stand in for all of those places, perhaps even Denmark (there are a couple of hillarious scenes in "The Danish girl" where Norway stands in for Denmark ) )
But as you say, it doesn't make much sense from a economical standpoint. There are very few places that can stand in for the west coast of Norway, though.

They asked the first the first guard if the filming of James Bond has started. The guard replied 'yes' and let the car through. The car was let past several guarded gates until they were let into the parking area. A guard asked them to move because the space they were on was reserved for the Red Cross who were there in case of any injuries. Then the guard in charge said the journalists weren't supposed to be there and they had to leave.

I thought I remember Q mentioning he had cats in Skyfall? Not ruling out a time jump. I'm thinking Q tinkers with products at home and Bond stops his house for a gadget.
