Well, that's difficult to say. Are you even sure this a photo of a deleted scene and not just a still? What do yo know about it? (First time I see it). Random guess (and I insist about RANDOM) it could maybe be the scene where Bond and Fatima talk on video about Bond goining in the Bahamas (scene who is in the script : https://www.commander007.net/2017/02/script-jamais-plus-jamais/ but not in the film).
