M's later explanation as to why Mr White hadn't shot Bond, too, is a bit more complicated than the reason why the SMERSH agent hadn't shot Bond in the parallel scene in the book. In the book, as I recall, it was just that he hadn't had orders to execute Bond specifically, as well as LeChiffre, and therefore wouldn't have considered himself at liberty to do it.

The wide shot looking down the beach - in terms of framing and grading - reminds me quite a bit of the Caribbean beach scene in Goldeneye. Just not filmed at sunset.
