It's one of the funniest gags of the film. She looks so harmless and old-maid-ish when she curtsies as Bond first drives past her, then when she pulls out a machine gun later on, it's priceless ) ) )

I agree. But she wouldn' t have been able to lift a machine gun - that's a submachine gun

One of Guy Hamilton's tropes as a Bond director. He liked having characters who look like nice old ladies on the outside, but have something villainous about them.
