This isn't strictly a story idea, but a casting idea. Ever heard of Pål Sverre Hagen? No??? Good, because that's the kind of actors who should be cast in Bond movies. Character actors who are famous in their own coutries, but aren't known internationally. He's 41, 6'51/2'' tall (197 cm) and Norwegian. He's played the lead in several (fairly) big Norwegian movies such as Kon-tiki and Amundsen, but foreigners are most likely to have seen in in the TV-series Beforeigners on HBO Europe or a bit part in "The girl in the spider's web".
Instead of Bond being the agent gone rogue, why not have a story where Q is accused of going rogue by leaking out new spy-tech? Of course, it will be revealed that he was framed by means of hacking and ID duplication. But, what if MI6 had developed a technology that could radically alter the spy game, only for the tech to fall into the wrong hands. Q is framed but doesn't want to face MI6 because he knows he looks guilty, and cannot prove otherwise because the forgery of his supposed treason is so convincing.
Bond, therefore, has a two-pronged mission:
Find Q
Find the puppet master behind the scheme (no, it's not someone from MI6, it is an outsider)
