The Other 00 Agents?

By the time I got around to The Living Daylights I saw that there were other 00 agents. They had all been killed off except for 008 who was in Hong Kong, except that I am sure even he had been killed in a previous film. M must not have a very good operation going. I think there was 003, 008, 009 at least. How many other 00 agents did M supervise? Given the extensive laboratory operated by Q it would seem there were many more. If so, M could have used more deputies and more secretaries besides Moneypenny!

Everybody working for M seemed to get killed off sooner or later. Except for 007.
